駱明慶教授的政策五層分析法

分析一個政策問題的時候
我們可以分成五個階段來看

1. What is the problem?
（搞清楚真正的問題到底是什麼，出在哪裡，為什麼發生？）

2. What is the ideal situation when there is no problem?
（理想狀態的情況又是什麼樣子？為什麼？）

3. How do we go from here to there?
(i.e. What is the proposed policy?)
（改變的策略是什麼？）

4. How will people respond to the policy change?
(i.e. How does the policy change people’s incentives?)
（直到這裡經濟學才真正出場.....
這個策略會改變人們的誘因結構嗎？人們會有怎樣的反應？）

5. Can we really go from here to there?
（那麼，實際上真正的改變是....？）
